Pakistan is on the eligible list for almost every major government scholarship in the world. China, Japan, Turkey, Germany, Hungary, South Korea — all of them actively recruit Pakistani PhD students.

The IELTS barrier is real but it’s also smaller than most people think. A Medium of Instruction (MOI) certificate from your previous university replaces IELTS in most of these programs. Your registrar issues it in 2 days. It costs nothing.

What’s an MOI certificate and how do you get one

It’s a letter on official university letterhead that says your degree was taught in English. That’s it.

Go to your university’s registrar office. Ask for a “Medium of Instruction certificate” or “language of instruction letter.” Most universities issue it same-day or within 48 hours. No fee in most cases.

Some scholarships also accept a Duolingo English Test score. Around $65, results in 48 hours. Cheaper and faster than IELTS by a significant margin.

Get your MOI certificate now. Even if you’re not applying this cycle. It takes 2 days and having it ready removes one friction point when a deadline surprises you.

🇨🇳 CHINA

China Scholarship Council (CSC) — PhD without IELTS

Full tuition, dormitory accommodation, monthly stipend of ¥3,500 for PhD students, and health insurance. 300+ Chinese universities to choose from.
  • IELTS requirement: Waived at most universities with an MOI certificate. A few top-tier universities like Peking University still ask for IELTS — check your target university separately.
  • Deadline: March–April each year. Check csc.edu.cn for 2026 exact dates.
  • Who can apply: Pakistani citizens. Pakistan and China have strong diplomatic ties so eligibility is clean.
  • GPA requirement: Most programs ask for 2.5 minimum CGPA out of 4.0. Some competitive programs want 3.0+.
Over 50,000 CSC scholarships go out every year. The number sounds competitive but the acceptance pool is genuinely large. Apply to 3–4 universities under the same application.

HEC Indigenous and Overseas PhD Scholarship

What you get
HEC’s Overseas Scholarship sends Pakistani students to top universities in Europe, North America, and Australia for PhD. Full tuition, monthly living allowance, airfare, and health insurance.
  • IELTS requirement: Required for some host universities, but HEC itself does not reject applications on IELTS alone. If you get admission to a university that waives IELTS, HEC funds it.
  • Deadline: HEC announces batches throughout the year. Check hec.gov.pk for open windows in 2026.
  • Bond requirement : You have to go back to Pakistan and serve for a period equal to your study period. Factor this in before applying.
  • Who can apply: Pakistani nationals with a Master’s degree and a job in a recognized public sector institution.
HEC Overseas is underused by people outside academia. If you work at a public university, government research body, or public hospital — you likely qualify. Most people don’t check.

Türkiye Bursları — PhD without IELTS

Full tuition, monthly stipend (₺5,000+), free accommodation, health insurance, and a return flight every year. Plus a free Turkish language course in year one.
  • IELTS requirement: Not required. Assessment Academic records and interview.
  • Deadline: January–February 2026. Apply at turkiyeburslari.gov.tr.
  • Competition level: High. Around 6,000 scholarships for thousands of applicants worldwide. Pakistan is a strong applicant country so competition among Pakistani students is real.
  • What strengthens your application: A specific research proposal and a named supervisor at your target Turkish university. Generic applications rarely make it.
Türkiye Bursları has strong STEM and social sciences programs. If your research touches development, agriculture, or engineering — Turkish universities have serious depth here.

🇯🇵 JAPAN

MEXT Scholarship — PhD without IELTS

Full tuition, round-trip airfare, and ¥144,000 per month. One of the few government scholarships where IELTS is genuinely not part of the process.
  • IELTS requirement: Not required. If your previous degree was English-medium, submit the MOI certificate. English is assessed through an internal test at your Japanese university.
  • Deadline: Applications open May–June through the Japanese Embassy in Islamabad.
  • Fields: Engineering, sciences, and social sciences all qualify. Humanities programs exist but are more limited.
  • Process: Embassy screening first, then placement at a Japanese university. The embassy route is the main one for Pakistani students.
Japan is serious about research infrastructure. If your field involves lab work — materials science, agriculture, environmental engineering — MEXT at a national university gives you access to facilities that are genuinely hard to find elsewhere.

🇩🇪 GERMANY

DAAD Scholarship — PhD without IELTS

  • IELTS requirement: Depends on your target German university. Most English-taught PhD programs accept an MOI certificate. Check daad.pk for Pakistan-specific program details.
  • Deadline: Varies by sub-program. Most 2026 deadlines fall between October 2025 and March 2026. Check daad.de.
  • Fields: Sciences, engineering, development studies, social sciences, humanities. DAAD has a specific program for students from developing countries (EPOS) that Pakistani students qualify for.
  • Language: Many programs are fully in English. Some require basic German. Check your specific program.
Most PhD programs in Germany charge no tuition regardless of scholarship. The DAAD stipend covers your living costs on top of that. This makes Germany one of the lowest-cost PhD destinations in Europe even without a scholarship.

  • Fields: Engineering, agriculture, medicine, humanities, sciences. Hungary has strong programs in agriculture and veterinary sciences specifically.
  • Process: Apply through HEC first. HEC sends nominated candidates to Hungarian universities for final selection.
Budapest is a genuinely good city to spend 3–4 years. Cost of living is lower than Western Europe, the university infrastructure is solid, and Hungary’s location puts you in the center of Europe for travel.

Islamic Development Bank (IsDB) Scholarship — PhD

  • Who can apply: Pakistani nationals with a Master’s degree. Priority goes to candidates whose research addresses development challenges relevant to Muslim-majority countries.
  • Host universities: IsDB places students at partner universities in Europe, North America, and Asia. You don’t choose the university yourself in all cases.
Pakistani students are among the top applicants for IsDB scholarships historically. The familiarity with the process works in your favor — more alumni in Pakistan means more people who can tell you what the application actually looks like.

Korea Government Scholarship (KGSP/GKS) — PhD

Full tuition, monthly stipend (around ₩1,000,000), accommodation, airfare, and a Korean language training course. South Korea funds around 1,378 international students per year.
  • IELTS requirement: IELTS or TOEFL preferred, but some universities accept MOI certificates or run their own English proficiency assessment. Check your target Korean university.
  • Deadline: Usually September through the Korean Embassy in Islamabad.
  • Two routes: Embassy route and university route. Embassy route has a separate quota and Pakistani students report slightly lower competition there.
  • Fields: STEM fields are most competitive. Engineering, IT, and biotech programs are South Korea’s strength.
Apply through the embassy route. It’s a separate selection pool from the university route — and for Pakistani applicants, the embassy quota is typically less crowded.

Which one should you apply to first

Depends on your field and how much time you have before the next deadline.

If you’re in sciences, engineering, or tech: CSC China, MEXT Japan, DAAD Germany, KGSP Korea. All four have strong research infrastructure in these fields.

If you’re in social sciences, development studies, or agriculture: Türkiye Bursları, Stipendium Hungaricum, IsDB, DAAD’s EPOS program.

If you currently work at a public university in Pakistan: check HEC Overseas first. The eligibility is more specific but the odds are better because the applicant pool is smaller.

Apply to at least 3. Rejection from one strong program is just how this works. It doesn’t mean your application was bad. The numbers are what they are.

One thing most applicants skip

Contact a potential supervisor before you submit any application. A professor who knows your name and research idea will sometimes actively support your file from inside. Takes 1 email. Makes a real difference in competitive programs like Türkiye Bursları and MEXT.

Documents you’ll need for most of these

  • MOI certificate — From your Master’s university registrar. On letterhead, signed and stamped.
  • Research proposal — 1,000 to 2,000 words for most programs. Some ask for 500. Read the specific requirement carefully.
  • Two or three recommendation letters — From faculty who know your academic work. Not just a department head who barely knows your name.
  • Degree certificates and transcripts — Attested copies. HEC attestation is accepted by most programs.
  • CNIC and passport — Valid passport is non-negotiable. If yours expires in less than 2 years, renew it before you apply.
  • Publication record (if any) — Even a conference paper helps. If you don’t have one, don’t fabricate — just leave it blank.

Some programs also ask for a personal statement separate from the research proposal. They’re different documents. The proposal is about your research question. The personal statement is about why you specifically, and why this specific program.

Deadlines and requirements change annually. Always verify through the official scholarship portal before you submit anything.
